In order to establish and organize inoculations, the CDC, WHO or other partner members test the water in endemic areas to determine if the polio virus exists in the community living environment. So, while a positive test is cause for concern, it does not mean that a community member has been infected. However, the test does help prioritize where volunteers need to focus their efforts.
